Political experience: Four years as current state representative from Saco serving on appropriations committee and legal and veteran’s affairs committee; former commissioner on Maine Liquor and Lottery Commission; served six years as councilor and deputy mayor on Saco City Council. Linda Valentino: I am seeking reelection because I feel that I have made a difference in Augusta. My experience over the past four years will enable me to use the knowledge I have acquired to make sound decisions based on current facts and figures. As a member of the appropriations committee. I have been to Augusta on a monthly basis throughout summer and fall even though the legislature is not in session to attend day-long briefings on monthly budget and revenue reports economic forecasts emergency spending school consolidation progress and DHHS matters. During budget negotiations when Thornton Academy was targeted to lose almost $1 million in state funding. I was able to restore almost $600,000 to the proposed reduction. I was successful in sponsoring legislation to allow Saco to be granted a “host community” status for the incinerator. I have worked on legislation to protect the quality of Saco Bay; to require high-voltage electric lines to be placed underground; on anti-bully legislation; and gift car protections. In September. I organized a successful “Oil. Energy and Tax Rebate Expo” at Saco City Hall. Having grown up in Saco and attended schools here. I feel that I can personally relate to many of the same issues that concern my constituents.  Allene Scott: I think that serving as a representative in the legislature would be an opportunity to be a voice in Augusta for the people in my district. I have very limited political experience and I do not want to become a career politician. I do have leadership experience and experience in evaluating complex problems and working out solutions. I have served as an officer in the United States Navy and taught at and served on numerous committees at the University of Pittsburgh. Linda Valentino: Unlike the federal government. Maine is not allowed to run deficits therefore we must always have a balanced budget. As a member of the appropriations committee. I hear emotional testimony daily from citizens organizations and state agencies who are seeking increases in funding. These requests must be balanced by current revenues and it is the committee’s duty and my duty to say “no” to many worthwhile causes to prevent tax increases. I have gone door to door talking to voters in my district and I understand their frustration with state spending and taxes. That is why I supported major state wide cost-cutting proposals for school consolidation and jail consolidation last session. In regards to reductions in budgets as we say in appropriations. “everything is on the table,” which means every budget and every line will be looked at during the budget for cost saving measures.  Allene Scott: With the exception of vital public health and safety programs. I would work toward making cuts needed to balance the budget across the board in order to minimize the impact on individual programs. Cuts in spending related to the cost of government itself should be a priority. Linda Valentino: Two years ago I testified at length before the taxation committee urging them to present a bill to the House to lower the income tax rate from 8.5 percent to 6 percent. This would give every worker additional money in their weekly paycheck to spend or save as they desire. It could be funded by eliminating some tax exemptions to special interest groups and expanding the sales tax on some optional luxury services. The House passed their tax reform package but it failed in the Senate. This year the taxation committee worked to amend the tax reform package but it was not sent to the floor for a vote even though I as well as other representatives had openly lobbied to get the bill to the House so we could vote on the revised package. Our tax system is archaic and heavily influenced by business cycles in the economy tied to housing and car sales. Reforming our tax system is the first step in trying to bring about overall tax relief.  Allene Scott: Property tax needs to be restructured by putting some time limit on the number of years a homeowner has to pay property taxes. Senior citizens should not lose their homes to the government because they can no longer afford to pay the property taxes after faithfully paying property taxes for decades. The forever ongoing property tax is in effect a government lien which prevents anyone from ever truly owning their home. The income tax rate needs to be lowered both for relief of the taxpayers and also to attract more businesses to the State and to keep residents from leaving the state. We also have to recognize that our high income tax rate encourages residents who go south for the winter to stay out of Maine long enough to maintain residency where the income tax is lower. Linda Valentino: In order to attract new business and expand existing businesses we need to have a skilled educated work force; an overall lower tax burden on both individuals and workers; lower health costs; and straight forward rules and regulations that a business can follow. We currently have a rapid-resource team in the Department of Economic and Community Development that is intended to respond quickly to either a business looking to locate in Maine or to help workers of a business that may be closing. Tax incentives for businesses are needed but must be tied to the number of jobs created livable wages being paid and overall economic benefit to state and local communities.  Allene Scott: Development needs to be controlled so that Maine’s greatest attraction – its forests and lakes – are preserved. Tax reform is vital to being competitive with other states in attracting new businesses and keeping current businesses here. Promoting the tourism industry should be a priority. Linda Valentino: First priority should be increasing funding to expand programs offered by Maine community colleges. Enrollment has risen dramatically in the past several years. We should not be wait-listing or turning students away from these schools. The community college graduate learns critical job training and is in high demand upon graduation. Maine businesses currently work closely with these schools to develop curriculum and internships for students. In order to attract new businesses to Maine willing to pay a living wage we need a trained workforce for new jobs and technology. We also need to make a commitment to keep tuition increases down or even reduce current tuition for Maine students in the University of Maine system.  Allene Scott: Funding is only part of the issue. We need to find ways to increase the percentage of Maine high school graduates who go on to college or a trade school. The average level of education completed correlates with the median income of a state. Lower income means lower tax revenue and the cycle continues. I think funding education is an investment in the state’s economic future and we should increase tax credits for college tuition and scholarship programs for students staying in Maine after they graduate. Linda Valentino: Two years ago the Legislature was successful in passing a comprehensive bond package to be sent to voters. Phase I and Phase II were passed by voters and now Phase III is on the ballot in November. These bonds address crucial needs for repairing and upgrading our roads bridges rails airports waste water and drinking sources which are vital to a strong economy. Most importantly all these bonds have matching funds from the federal government or another source which doubles or triples the value of each dollar Maine spends.
